     William Lowndes Lipscomb was born on 9 October 1889 at Starkville, Oktibbeha County, Mississippi. He was the son of Dabney Arthur Lipscomb and Mittie Fontaine. William Lowndes Lipscomb appeared on the census of 1900 in the household of his father, Dabney Arthur Lipscomb at Lafayette County, Mississippi, as age ten and attending school. William "received his elementary education at Oxford, then entered A. & M., in 1904." William Lowndes Lipscomb was graduated in 1908 at Starkville, Oktibbeha County, Mississippi; from the Agricultural and Mechanical College of the State of Mississippi (now Mississippi State University) "with a B. S. degree in civil engineering." "His first position was assistant to the city engineer at Pascagoula shortly after his graduation. Later, he worked for a short while with the Central Of Georgia Railroad, with headquarters in Savannah, Ga." He appeared on the census of 1910 in the household of his father, Dabney Arthur Lipscomb at Lowndes County, Mississippi, as a 20 year old civil engineer working for the railroad. William Lipscomb began in government service as a surveyman on 28 April 1910 with the Vicksburg district. He served in many positions over his thirty years career. He became Operations Chief of the Vicksburg District, U. S. Engineers in November 1933 and held that position until his death. William Lowndes Lipscomb lived on 5 June 1917 at 712 Vete Street, Vicksburg, Warren County, Mississippi. On 5 June 1917 in Vicksburg, Mississippi, William Lowndes Lipscomb registed with the Selective Service for the World War I draft. He stated he was 27 years old, single, and a civil engineer working for the "US Govt Engineers Office." William Lowndes Lipscomb suffered the death of his father, Dabney Arthur Lipscomb on 10 February 1931 at Columbus, Lowndes County, Mississippi. William Lowndes Lipscomb held membership in the Elks, the Engineers Club and the Country Club. He was a Methodist. He and Marie (Spivey) Lipscomb lived in February 1943 at 2311 Drummond Street, Vicksburg, Warren County, Mississippi.

William Lowndes Lipscomb died on 20 February 1943 at Vicksburg, Warren County, Mississippi, at age 53; at 4:30 p.m. in a local hospital after having a stroke in his office at the federal building. Funeral services were held on 21 February 1943 at Vicksburg, Warren County, Mississippi; at 4:30 in his home with the Rev. T. O. Prewitt, pastor of Crawford Street Methodist Church, officiating. Annie Stewart Morrow

     Annie Stewart Morrow was born on 23 June 1868 at Alabama. She married William Milton Fulton, son of Edwin Kerr Fulton and Laura Glenn Montgomery, on 18 October 1888 at Etowah County, Alabama; with the ceremony performed by F McMurray, Minister of the Gospel. Annie Stewart (Morrow) Fulton suffered the death of her son, Milton Fulton before 1900 at Birmingham, Jefferson County, Alabama. Annie Stewart (Morrow) Fulton and William Milton Fulton lived in June 1900 at First Avenue North, Woodlawn Town, Jefferson County, Alabama. Annie Stewart (Morrow) Fulton appeared on the census of 1900 in the household of William Milton Fulton at Jefferson County, Alabama; enumerated 6 June. Milton Fulton was enumerated as age 34, head of household and doing iron work. Annie was enumerated as his wife age 30 and the mother of three children with two living. Cyrus Black Stafford appeared on the census of 1930 at DuPage County, Illinois; enumerated 15 April. Cyrus B. Stafford was enumerated as age 52, head of household and a traffic manager. Laura F.
